Abstract:
The aim is, on the one hand, to analyse the “policy” offering and creation of local policies and measures relating to the loss of autonomy, and on the other hand to observe the application arrangements for these policies as well as the practices of stakeholders. It is supposed that there are different ways of taking ownership of the legal framework for “dependency” and “disability” services: innovative capacities within local policy; tensions in social work professions; forms of participation by users outside the institutional framework. The work will involve: comparing several local systems (Departmental Councils, inter-municipalities; municipal actions); legal analysis (texts, various sources, processing of individual files and disputes); political science and sociology (interviews with political and local government management as well as social work professionals and users). Expected results: revealing of local specificities; contribution to an analysis of “new social rights” (between universality and singularity); contribution to an analysis of transformations in social work.
